摘    要:随着互联电网的日趋复杂、技术的发展和更为先进的管理需求,对区域控制偏差的理解和运用应该与时俱进。文中从互联电网有功功率运行平衡控制性能评价的角度,对区域控制偏差和相关基本概念与理论进行了系统而深入的剖析,明确了频率偏差系数与相对应自然频率特性系数间的偏差是影响有功功率平衡控制准确性的关键,进而提出了应该在规划、计划和调度层面给出提高相关控制性能的措施。提出了动态自然频率特性系数和动态区域控制偏差时间序列等概念,可为新一代评价标准的设计提供新的思路。

Abstract:With the ever-increasing complexity of interconnected power grid, the development of technology and the demand for advanced management, the understanding and application of area control error(ACE)should progress with the times. From the perspective of control performance assessment of active power balance operation for the interconnected power grid, a systematical and deep analysis has been conducted on ACE and related basic concepts. It has been found that the deviation between the frequency bias coefficient and the natural frequency response coefficient is the key factor influencing the accuracy of active power balance control. Then, it is proposed that measures to improve the relevant control performance should be provided from the aspects of planning, scheduling and dispatching. The new concepts of dynamic natural frequency response coefficient and dynamic ACE time series are presented as new ideas for the design of new evaluation standards.This work is supported by National Natural Science Foundation of China(No. 51677018)and State Grid Corporation of China.
