电力特性与电力市场

利用一般均衡理论论证了由于电力特性的存在,无法保证电力物品一定可以通过市场机制实现资源的帕累托有效配置,但存在伪均衡.然后对电力供需的长期均衡进行了分析,分析表明,理论上在满足一定的条件下,电力商品通过市场机制能够实现长期均衡.最后说明了电力市场必须通过制度与市场规则设计消除或减缓电力特性对市场机制在资源配置效率方面的影响.

Electricity Characteristics and Electricity Market

This paper employs general-equilibrium theory to prove that the resource allocation efficiency cannot be guaranteed by market mechanism due to the electricity characteristics, but it may exist pseudo-equilibrium. Then the long-term equilibriums of the time-delay dynamic electricity market system are analyzed and it is concluded that the balance between supply and demand will be reached under some conditions. At last it is illustrated that the effects of electricity characteristics on resource allocation efficiency could be eliminated or reduced through the design of systems and market rules.
