加强电力系统可靠性的研究和应用——北美东部大停电的思考

摘    要:介绍了北美东部“8·14”大停电的发展过程、影响部门和造成的经济损失。从多方面分析了产生事故的原因,指出提高电力系统可靠性的重要性。对北美东部“8·14”大停电的反思,最重要的就是要不断提高中国电力系统的可靠性。文中提出目前在中国优先开展电力系统可靠性研究的9个方面课题,以及目前应优先制定的7项电力系统可靠性国家标准。

Abstract:This paper describes the main sectors affected and economic loss in August 14th US Canada Blackout which is the most huge and serious one in the century. Causes of the blackout are analyzed. A pondering over the major blackout is made. The author considers, the main lesson of the blackout is to improving power system reliability in China. Nine topics for investigation to upgrade power system reliability evaluation are proposed. Seven standards about most urgent power system reliability are outlined for future development. An appeal for strengthening the national power system reliability organization is made.
