摘    要:随着电力市场管制的逐步解除,用户获得了选择供应商的机会,并迫切要求供应商能按不同供电可靠性水平进行相对合理的可靠性定价与停电赔偿,以体现公正、公平、公开的市场原则。文中以配电系统为研究对象,提出一种基于用户可靠性需求的综合定价法,有效地弥补了传统单一定价的不足;同时,阐述了建立可靠性赔偿机制的重要性,利用价值分析和配电系统可靠性评估技术推导出用户可靠性赔偿的函数关系,形成适应电力市场运营环境的可靠性电价与赔偿机制。通过对RBTS—BUS6系统的算例分析表明,该机制可以兼顾供应商和用户的经济利益,实现优质优价、停电赔偿的思想。

Abstract:With the electricity market deregulated step by step, customers get the opportunity to choose power suppliers and they urgently want the suppliers to decide on power price and compensate comparatively reasonable in terms of different power supply reliability levels to embody the righteous, impartial and open market principle. This paper presents a synthetically method of deciding on power price based on customers' different reliability demands so as to offset the deficiency of the single price method, and expatiates the importance of establishing compensation mechanism based on reliability, and gives the function of reliability compensation with the technique of value analysis and distribution system's reliability assessment, and establishes the reliability power price and compensation mechanism which are seasoned with electricity market operation. The reliability power price and compensation mechanism presented in this paper have been used to analyze RBTS-BUS6 and the results show that they can take both the customer's and the supplier's economic benefits into account and realize the ideas of high price only based on good quality and blackout compensation.
