摘    要:由3篇论文组成的系列文章为现代电力系统设计了自适应时空优化的停电防御框架.论证了防御由相继事件演化为大停电灾难而应该具备的核心功能,包括广域测量与数据挖掘、在线稳定量化分析和控制、多道防线的优化和协调.作为第1篇,剖析了大停电的演化规律,探讨现代互联电网稳定性的特点及面临的挑战;评述了稳定分析、三道防线及恢复控制技术的现状和发展方向;提出将监控和数据采集(SCADA)系统扩展为动态SCADA(DSCADA)系统,将能量管理系统(EMS)扩展为动态EMS(DEMS).

Abstract:This three-part paper proposes an adaptive space-time cooperative framework for defending power system blackouts. Its essentials are: acquisition and integration of wide area measurements from RTUs, PMUs, fault recorders and protection systems; trajectory-based data mining and quantitative security analysis; adaptive optimization of preventive control, emergency control, corrective control and restoration control; coordination among these controls. Based on relevant research achievements, such a system, named as Wide ARea Monitoring Analysis Protection-control (WARMAP), is well on the way to building in East China Power Grid. In the first part, recent blackouts around the world are investigated and mechanisms of blackouts are revealed. The three-defense-lines criterion, which is the security standard for power systems in China, is thoroughly reviewed. It is suggested to advance the existing SCADA/EMS systems to dynamic ones, namely DSCADA/ DEMS.
