节能发电调度模式下有偿调峰补偿新机制

摘    要:目前调峰补偿的基本思路是将调峰分成无偿的基本调峰和按一定规则进行补偿的有偿调峰。节能发电调度原则实施后,能耗低的机组和能耗高的机组所承担的调峰容量差异较大,按照目前的思想方法,机组只要运行在基本调峰范围内,就得不到任何补偿,显然有失公正。为此,文中引入了调峰容量责任制的新思维,提出了用等效可用负荷率概念建立调峰容量补偿机制的新方法。实际算例分析表明,这种思想方法更公平合理,可操作性强。
