摘    要:跨省区电能交易结算结果中如果出现负线损率,则意味着相关交易的结算落地电量大于结算上网电量,这与输电过程一定存在线损的常识相悖,说明结算方法有问题。南方电网现行的跨省区电能交易结算方法就存在这一问题,必须适当解决。在此背景下,首先论述了南方电网现行的跨省区电能交易模式和结算方法,分析了在有些月份出现结算负线损率的主要原因,指出了现行结算方法应用于多购电主体电能交易模式的局限性。针对这些问题,以现行电能交易模式为背景,首先提出了一种计及偏差电量分解的跨省区电能交易结算方法。之后,构建了能够容纳多个购电主体的电能交易模型,对所提出的交易结算方法进行了扩展,使之具有更广泛的适应性。最后,采用实际电能交易数据,对现行的和提出的结算方法进行了比较分析,并设计了复杂的多购电主体交易情景且进行了计算分析。算例结果验证了所提方法的可行性。

Abstract:The presence of a negative transmission loss rate(TLR)in an inter-provincial electricity trading settlement means that the settled consumed electric quantity is even larger than the supplied one for a specific trading contract, and is contrary to the common understanding that transmission loss is inevitable. However, the current settlement method employed in China Southern Power Grid(CSG)can indeed result in the negative TLR problem that demands appropriate solution. Given this background, the current inter-provincial electricity trading mode and settlement method in CSG are clarified first, and the main factors are analyzed for the negative TLRs in settlement in some months. And the limitations of the current settlement method in dealing with the increasing number of power purchasers are pointed out. To address these issues, a method for the inter-provincial electricity trading settlement considering allocations of unbalanced electric quantity is proposed with respect to the current electricity trading mode. The proposed method is then extended for possible use in the future electricity trading model with multiple power purchasers. The current and proposed settlement methods are next compared by employing actual trading data in CSG, and a complicated trading scenario with multiple power purchasers is designed and analyzed. Simulation results demonstrate the feasibility of the proposed method. This work is supported by National Basic Research Program of China(973 Program)(No. 2013CB228202).
