摘    要:中国的电力工业市场化改革给电网带来了全新的挑战。电网经营企业如何解决“厂网分开”政策实施后出现的发电厂与电网之间协调发展的问题,关系到我国电力系统能否健康有序地发展和电力市场改革能否继续深入进行。通过分析厂网分开后电力工业出现的一些新的不确定因素,提出了电网规划应对电源建设起指导作用的电力规划新模式。研究表明:通过赋有规划指导功能的接入费用这一经济手段能极大地释放电网经营企业遇到的规划、协调、发展方面的压力,从而降低电力规划的风险;利用接入规则可以明确入网各方的职责,规范接入流程,并从侧面体现了电源建设由行政审批制度向市场准入体制的过渡。所提出的新模式为解决发电厂与电网之间的协调发展提供了新思路。

Abstract:The market reformation of the electric power industry has brought the new challenge to power grid. How to deal with the concordant development between power plant and power grid after their detachment will affect whether the power system can be healthily and orderly developed and whether the electricity market reformation can go on deeply. Through analyzing the arisen uncertain factors after the detachment between the power plant and the power grid, a novel mode for power system planning, that power grid planning guides power supply construction, is proposed. Based on the investigations, it is indicated that the pressure of planning, concordance and development facing the power grid enterprises is extremely relaxed by using the market economic means with the connect fees as the planning guidance, thus the planning risk is reduced. The introduction of the connecting rules define the responsibility of the connected parts and standardize the connecting flow, which reflects from side face the transition from the administrative examination and approval system to the market access system. The new mode proposed offers a new way for the concordant development between the power plant and the power grid.
