| 摘 要： | BOT（建设，经营，转让）方式是80年代兴起的一种新的国际融资方式。文中着重分析了我国基础设施建设，特别是电力项目建设运用BOT方式的优越性和必要性；同时分析了我国现阶段电力项目建设运用BOT方式所面临的困难；并分别从项目的审批，法律、法规建设及建立科学的经济测试指标三个方面提出了解决困难的办法。

| Abstract: | BOT stands for Build - Operate - Transfer. It'S a new kind of international financing method. This article focuses upon analysing Chinese infrastructure construction, especially the advantages and necessity of BOT inthe field of electric power project construction. It also analyses the difficultiesin present electric power project. Finally,the article suggests solutions from aspects of project approval, construction of laws and regulations and the test target set in scientific economy. |
