考虑可再生能源配额分配的电力零售市场设计

随着中国电力市场化快速推进,不同用电需求的电力用户入市交易,参与市场化交易的电力用户数量剧增。根据国家发改委可再生能源配额制文件要求,各类市场主体应承担可再生能源消纳任务。在这种发展趋势下,研究如何让售电公司在批发市场中发挥对价格波动的平抑作用,在零售市场中发挥电价调节供需关系的作用,用以解决清洁能源消纳问题,是建设多元性、开放性、竞争性的零售市场的关键要素。在了解国内外零售市场建设情况下,针对零售市场中出现的现货与中长期衔接时偏差电量承担问题,以及固定零售套餐、固定加权直接交易价格限制售电公司与零售用户自主选择的问题,提出了建立新型零售市场的设计方案。为电力零售市场中市场主体设计或选择符合自身需求的电力零售套餐提供借鉴。

Design of Electricity Retail Market Considering Quota Allocation of Renewable Energy

With the rapid development of China''s power market, the number of power users participating in the power exchange market has increased dramatically, and power users with different power consumption characteristics and energy demand enter the market for transaction. According to the requirements of the renewable energy quota document written by the national development and reform commission of China, all kinds of market entities should undertake the task of renewable energy consumption. In this background, the study of power retailer to stabilizing the price fluctuation in the wholesale market, and the research of regulating the relationship between supply and demand by electricity price, became very important. This research is the key factor to build a diversified, open and competitive retail market. This paper first introduces the construction of retail market in domestic and overseas. Under situation of the electricity market reform in China, it is necessary to design a power exchange mechanism that can meet the requirements of clean energy quota for each market participants, and to formulate a new retail market mechanism that reflecting the synergy between the wholesale and retail market. Using new mechanism contributes to the construction of power market, and fulfills the responsibility of clean energy consumption.
