基于汇聚效应的风电集群接入与区域电网协调规划研究

摘    要:风电消纳困难的重要原因之一是由于风电集群接入规划与接入区域电网的不协调。一方面,风电接入容量、接入方式与主网网架及常规电源布置、运行方式互相耦合,影响整体经济性与风电消纳效果;另一方面,风电集群接入后整体功率波动特性较单风电场出现变化,对规划产生影响。文章考虑机组启停机状态运行约束,以投资成本、运行成本、弃风成本及失负荷成本之和最小为目标,并通过模拟不同规模风电场群汇聚过程,将“风电场群零出力概率”与“汇聚容量”之间的关联关系作为约束,建立风电集群接入与区域电网协调规划混合整数模型,实现尽量接纳风电和保证系统安全性前提下整体规划方案的最优,最后通过算例分析验证了所提出模型和方法的有效性。

Abstract:One of the important reasons for the difficulty of wind energy dissipation is the inconsistency between wind power cluster access planning and regional grid access. On the one hand, the wind power access capacity and access mode are coupled with the main grid and the arrangement and operation of conventional power sources, which affect the overall economy and the effect of wind power dissipation; on the other hand, the whole power fluctuation characteristic of wind power cluster is different from that of single wind farm, which affects the planning. In this paper, the operation constraints of Unit start-up and shut-down are considered to minimize the sum of investment cost, operation cost, abandoned wind cost and lost load cost, based on the relationship between "zero-output probability of wind farm cluster" and "convergence capacity", a mixed integer model for coordinated planning of wind farm cluster access and regional grid is established. Finally, an example is given to illustrate the effectiveness of the proposed model and method, which can optimize the overall planning scheme under the condition of maximum wind power and system security.
