摘    要:制订科学合理的黑启动方案,对实现系统大停电后的快速、稳定恢复具有重要作用。提出一种基于改进数据包络分析模型的黑启动方案决策方法。该方法针对传统数据包络分析模型不能对决策单元排序的不足,引入理想决策单元,建立改进后的数据包络分析模型,实现黑启动方案的评估与优选。针对某实际电网黑启动案例,并与传统数据包络分析模型对比、分析,结果验证了该方法的正确性与优越性。该方法可为调度人员提供科学、直观的决策参考。

Abstract:Scientific and rational black start plan is very important to restore the system quickly and stably after the blackout.An effectivemethod for assessing black start plans is proposed in this paper based on improved data envelopment analysis model.Considering the shortcomings of DEA,the improved DEA model is established by introducing the ideal decision making unit to assess the black start plans.It is verified that this method is effective and advantageous through the application to a practical power system and comparison with the original DEA.This method could provide dispatchers scientific and intuitive decision references.
