AGC机组调节效能定量评估与补偿方式研究

提出了对投入自动发电控制（AGC）运行的机组进行合理的调节性能定量评估与考核的方法，并据此对AGC机组的辅助服务经济补偿方式进行了探讨。提出了将AGC机组调节效能划分为3个效能系数；调节容量、调节速率和调节偏差。介绍了根据实时记录的AGC机组负荷指令曲线和实际发电曲线对此3个效能系数进行分析和定量计算的方法及实施途径。对安徽电网AGC机组调节效能进行定量评估的结果表明，此方法能够较为客观地反映AGC机组对系统的实际贡献，且可操作性强。对AGC机组调节效能评估、考核及经济补偿将进一步促进AGC机组性能的优化和提高投运积极性，对开展电力市场AGC辅助服务经营规则研究具有参考价值。

QUANTITATIVE EVALUATION OF REGULATION EFFICIENCY OF GENERATING SETS WITH AGC AND STUDY ON THE COMDENSATION MODES

A rational method for quantitative evaluating and examining the regulation efficiency of generating sets with AGC is put forward, and some study on economic com- pensation modes for the ancillary services of these sets are car- ried out. It is pointed out that the regulation efficiency of these units can be divided into three efficiency coefficients: regulation capacity, regulation speed and regulation precision, otherwise, the method to analyze and quantitatively calculate these three coefficients and the implementation approach of them according to the real-time records of load setpoint curves and practical generation curves of generating sets with AGC is presented. The results of quantitative evaluation of regulation effects of generating sets with AGC in Anhui power network show that the presented method is operable and it can objec- tively reflect the practical contributions of these sets to the power system. To evaluate, examine the regulation efficiency of generating sets with AGC and to give these sets economic compensations can promote the performance optimization of generating sets with AGC, improve the enthusiasm of putting them in operation, and it is helpful to the study on the rules of the ancillary services of AGC in electricity market.
