摘    要:城市电网规划的一个重要目的是作出近期电网建设项目的综合决策,在竞争环境中电力公司迫切需要一种在资金预算条件下对电网规划项目进行综合评判决策的有效方法.文章提出了一种基于区间层次分析法和区间0/1规划的电网规划项目综合评判决策新方法.首先利用区间层次分析法得到区间形式的项目综合效益评分,再考虑项目成本和资金预算及项目间逻辑关系,建立区间0/1规划模型进行资源分配,求解得到最优项目组合.具体算例分析表明,该方法能有效地处理评判因素、成本估算和资金预算的不确定性,使得决策者能根据实际情况和主观偏好选择不同的决策参数实现"柔性"决策,具有一定的应用价值.

Abstract:A key purpose of urban power system planning is to perform evaluations and make decisions on constructing projects in the near future. In competitive environment, electric utilities must find an efficient method to do this work under certain budget constraint. A new comprehensive method to evaluate the projects and make decision is proposed, which is based on interval analytic hierarchy process (IAHP) and interval 0/1 programming. Firstly, a benefit score for each project in form of an interval number is obtained through an IAHP process. Then an interval-based 0/1 programming model is set up to model resource allocation problem, in which the benefit scores, costs, budget constraint, and even relationships among projects are considered. Finally, the model is solved to get the optimal project subset. A case study shows that the presented method is capable of dealing with uncertainties in evaluation attributes, costs calculation and budgeting. Decision-makers are enabled to adjust decision parameters according to practical situation and their preference. So the proposed method is a kind of flexible decision-making tool and can be widely applied in practice.
