摘    要:讨论了防止电力系统在复杂严重故障情况下事故扩大而导致大面积停电的紧急控制,即所谓“第三道防线”。中强调了设置第三道防线的必要性,指出不能因为复杂严重故障概率很小而不设置,也不能用对某些特定严重故障采取的稳定控制措施代替第三道防线。

Abstract:The emergency control for preventing widespread blackout, i.e., the third line of defence, under extremely severe disturbance of power system is discussed in this paper. The necessity of the third line of defence is emphasized although the probability of extremely severe disturbance is very low. It would not be adopted measures against certain specific severe disturbances in stead of the third line of defence. The third line of defence cannot be directed against all severe disturbances one by one whereas would be directed against the emergency state and abnormal parameters resulted by any severe disturbance. The principle and feature of the main functions of the third line of defence (i.e., breaking off out of step state, preventing voltage and frequency collapse, preventing cascade tripping) are briefly presented.
