| 摘 要： | 本提出了企业管理信息系统（MIS）的组成模型及相应的总体规划内容，深入分析了信息工程中的数据稳定性原理；阐述了战略数据规划的目标是建立稳定的主题数据库模型，同时给出了一种行之有效的构造主题数据库的方法。
