城乡居民基本养老保险参与意愿影响因素研究

运用Logistic模型，根据黑龙江地区的调研数据，探究影响城乡居民基本养老保险选择意愿的因素。结果表明：农户类型、年 收入水平、家庭耕地面积、与最近公路的公里数、与最近县城的公里数、对商业保险的了解程度六个指标具有显著性影响；其中农 户类型、与最近县城的公里数、对商业保险的了解程度三个指标呈正向影响，年收入水平、家庭耕地面积、与最近公路的公里数三 个指标呈负向影响。建议建立更为有效的参保激励机制，加强在农村的基本养老保险政策宣传以及基础设施建设，尽快缩小城镇 和农村养老保险制度的差距，切实提高城乡居民的参保率，贯彻落实城乡居民基本养老保险制度。

On the Factors That Influence the Desire for Urban and Rural Residents to Buy Themselves Basic Endowment Insurance

The logistic model was employed to analyze the data collected in a survey conducted in Heilongjiang province to probe into the factors that influence the desire with which urban and rural residents choose to buy basic endowment insurance. Results showed that factors, such as the type a peasant household belonged to, the household''s annual income, the agricultural acreage the household owned, the distance of the closest road from where the household lived, the distance of the closest town (where the county government was seated) from where the household lived and how much the household knew about commercial insurance, had a significant influence on its desire to buy basic endowment insurance. Among the influential factors the peasant household type, the distance of the closest town(where the county government was seated) from where the household lived and how much the household knew about commercial insurance produced positive influences, and the annual income of the peasant household, the agricultural acreage the household owned and the distance of the closest road from where the household lived had negative influences. It is suggested that a more effective mechanism be established to encourage rural residents to buy basic endowment insurance, the policy propaganda of the residential basic endowment insurance and the construction of relevant infrastructure be strengthened, the urban-rural gap in the endowment insurance system be narrowed as soon as possible, every effort be made to raise the rate of the insurance attendance of urban and rural residents and the basic endowment insurance system of urban and rural residents be well carried out.
