| 摘 要： | 首先，以开放ＧＩＳ协会（ＯｐｅｎＧＩＳＣｏｎｓｏｒｔｉｕｍ，ＯＧＣ）提出的开放地理数据互操作规范（ＯｐｅｎＧｅｏｄａｔａＩｎ－ｔｅｒｏｐｅｒａｂｉｌｉｔｙＳｐｅｃｉｆｉｃａｔｉｏｎ，ＯＧＩＳ）为核心，结合ＷＷＷ技术来探讨开放式地理信息系统应用开发平台的实现方案。然后，描述了一个遵循ＯＧＩＳ规范的ＧＩＳ应用开发平台ＯＧＩＳＤＰ（ＯｐｅｎＧＩＳａｐｐｌｉｃａｔｉｏｎＤｅｖｅｌｏｐｍｅｎｔｐｌａｔｆｏｒｍ）的设计与实现方案，提出了应用开发平台的构成要素和新的ＧＩＳ应用程序范型，以及基于ＯＧＩＳＤＰ技术的项目实例——ＷｅｂＧＩＳ。
