| 摘 要： | 首先介绍TD-SCDMA系统中切换的基本概念。在当前交通工具多样化、无线通信环境复杂化的背景下,引出分层小区结构（HCS）的概念。在此基础上介绍TD-SCDMA基于UE移动速度的切换算法及其流程。最后给出切换成功后的防乒乓机制及切换失败的惩罚机制。

| Abstract: | This paper firstly introduces the basic concept of handover in TD-SCDMA system. At the present time,under such circumstances the transportation is diversified and wireless environment is complex,it leads out the basic concept of hierarchical cell structure.
