基于电力大数据的城市数字化发展指数体系构建

摘    要:随着十四五规划中对“数字中国”的战略部署,我国各大城市数字化转型发展迅速,但如何衡量数字化转型过程中的发展质量是各级政府面临的重要问题。电力需求变化长期作为我国经济社会运行的“风向标”和“晴雨伞”,本文从电力大数据出发,围绕我国数字化发展的内涵,从资源集聚度、发展活跃度、未来可塑性三个维度,构建了城市数字化发展指数体系,并基于上海市3.2万多家重点企业和上海市数字化基础设施数据进行了指数测算,探讨了电力数据在数字经济下的分析监测能力。

Abstract:With the strategic deployment of "Digital China" in the 14th Five-Year Plan, the digital transformation of China''s major cities is developing rapidly, but how to measure the quality of development in the process of digital transformation is an important issue for governments at all levels. Changes in electricity demand have long been the wind vane and barometer of China''s economic and social operation. Starting from electricity big data, this paper focuses on the connotation of China''s digital development, and constructs a city digital development index system from the three dimensions of resource agglomeration, development activity, and future plasticity, and carries out index calculation based on the data of more than 32,000 key enterprises in Shanghai and Shanghai''s digital infrastructure, and discusses the following issues power data''s ability to analyse and monitor under the digital economy.
