北京市水行政审批信息化建设探索与实践

摘    要:为进一步推进北京市政务服务一张网建设、落实"放管服"改革要求、规范水行政审批事中事后监管和构建以信用为核心的新型市场监管体系,探索北京市水行政审批全流程管理建设模式,对在线申报、窗口受理、行政审批、监督管理和数据交换等进行系统设计,实现北京市区两级一体化水行政审批事项网上办理和全过程监管,并加强互联网、大数据、人工智能等先进技术在水行政审批信息化建设中的运用,为提升水务社会治理能力和公共服务水平提供良好的支撑和保障。

Research and practice in information construction of water administrative examination and approval in Beijing City

Abstract:To promote the construction of a Net for government services in Beijing city, implement the requirements of the reform to delegate power, streamline administration and optimize government services, standardize the procedures of supervision in process and afterwards for water administrative examination and approval, and construct a new market supervision system with credit as the core, the constructing patterns of whole process management of water administrative examination and approval in Beijing City have been researched, based on which the system modules of on-line application, window acceptance, administrative examination and approval, supervision and data exchange have been designed. Meanwhile, on-line processing and whole process supervision of integration of water administrative procedures for examination and approval of Beijing City and its districts are realized. Through strengthening the application of advanced technology such as internet, big data and AI in the information construction of water administrative examination and approval, improvement of water social governance and the level of public services can be well supported and guaranteed.
