深圳市水务数据治理的探索与实践

针对水务生产管理过程中存在的一数多源、标准不一、质量不高等数据问题，对标数字孪生水务建设目标，为提升水务数据对业务管理的支撑能力，结合深圳市水务管理实际及信息化建设现状，本研究从目标制定、框架搭建、路径研究、治理成果四个方面探索水务数据治理的方法思路。通过制定数据标准规范、搭建一体化数据治理平台、融合城市数字底座、建立数据与业务双轮驱动机制的具体步骤，初步建成深圳水务数字底座1.0版，对上服务各类水务业务场景，对外提供统一资源共享服务，形成一套水务行业数据治理方法论与实践案例，以期为同类数字政府数据治理实践为提供借鉴。

An exploration and practice of water data governance in Shenzhen

There are data problems in the processes of water production and management, such as multiple sources, different standards, and low quality. Aiming at building digital-twin water and improve the support ability of data for management, considering the status quo of water management and IT infrastructure in Shenzhen, this paper explores the method of water data governance from the four aspects of goal establishment, framework construction, path research, and governance results. Through defining data standards, establishing data governance system, integrating into city data foundation, building a two-way driven mechanism between data and management, a data foundation (version 1.0) of water management in Shenzhen is established, which serves various business scenarios and provides unique data sharing service. This paper forms a set of data governance methodology in the industry, in order to provide reference for similar government data governance practices.
