基于工作流的太湖流域片水土保持监管服务平台建设

摘    要:为实现水土保持监管规范化和现代化,按照水利部关于水土保持信息化建设总体部署和智慧太湖建设要求,立足太湖流域片水土保持监管监测业务实际,基于工作流理念,在全面串联分析流域生产建设项目水土保持监管监测业务的不同用户对象,不同阶段的工作逻辑和流程、数据信息及流向的基础上,提出太湖流域片生产建设项目水土保持监管服务平台的结构框架与工作流程模型的总体设计,并介绍平台应用子系统的主要功能。基于工作流的太湖流域片生产建设项目水土保持监管服务平台,实现水土保持全业务全流程的无纸化、自动化、精细化闭环管理,满足相关用户的信息化需求,可良好适应新形势下水土保持监管工作要求,促进水土保持工作模式、管理方式转型。

Construction of supervision and service platform for soil and water conservation in Taihu Lake Basin based on workflow

Abstract:In order to realize the standardization and modernization of soil and water conservation supervision,according to the overall deployment of soil and water conservation informatization construction and the requirements of "Intelligent Taihu Lake" construction,focusing on the actual situation of soil and water conservation supervision and monitoring business in Taihu Lake Basin,based on the concept of workflow,this paper puts forward the overall design of structure framework and workflow model of the soil and water conservation supervision service platform for the production and construction project in the Taihu Basin,and introduces the main functions of the platform application subsystem,on the basis of a comprehensively analysis of the working logic and process,data information and flow direction of different users objects in different stages of the soil and water conservation supervision and monitoring busines for production and construction projects in the basin.The supervision and service platform of soil and water conservation for production and construction projects in Taihu Basin based on workflow realizes the paperless, automated and refined closed-loop management of the whole process of soil and water conservation,and meets the information needs of relevant users,and can well adapt to the requirements of soil and water conservation supervision under the new situation,and promotes the transformation of soil and water conservation work mode and management mode.
