| 摘 要： | 环境影响评价工作推动了经济建设和环境保护的协调发展,现有县(区)建设项目环境影响评价具有广泛的代表性,但也存在着一定的局限性,主要表现在:建设项目环评率偏低、企业的主观因素造成环评与实际情况的脱节、环评的市场化降低了环评的质量。应通过加大环评宣传力度,强化和完善有关管理制度;规范环评市场,提高环评质量;查处建设项目违法案件;推行清洁生产的环评理念等对策措施不断完善和改进县(区)建设项目环境影响评价工作。

| Abstract: | Environmental Impact Assessment (EIA) promotes the coordinated growth of economic construction and environmental protection. EIA of county or district construction project is quite comprehensive and representative. However, it is also with some limitations, including the separation of EIA and actual situation due to subjective factors, marketization of EIA lowers the quality of assessment . Efforts should be made to expand the popularity of EIA, to consolidate and perfect the administration system, to enhance the quality of EIA by standardizing the environment-evaluation market, to punish the construction projects which violate environmental regulations, and to promote cleaning production process. |
