欧盟新绿色壁垒的主要内容、特点及对策

近年欧盟设置新绿色壁垒的速度不断加快,力度不断加大。新绿色壁垒主要内容包括《关于化学品注册、评估、授权与限制制度》《用能产品生态设计框架指令》《纺织化学品生态标签》(2011年版)及《欧盟化妆品法规》。其主要特点表现为:范围越趋广泛,标准越趋严格;突出预防性,强化全生命周期管理;隐蔽性加强,操作的灵活性增大等。我国应当采取以下策略:主动适应,变挑战为动力;改变传统设计,大力开展生态设计;建立和完善国内资源环境法规体系,切实加大执法力度;尽力规避绿色贸易壁垒不合理的方面。

The Main Contents, Characteristics of the New EU Green Barriers and Countermeasures

Abstract： In recent years, EU has accelerated its pace in setting up new green barriers with more intensity. New green barriers include ＂Regulations Concerning the Registration, Evaluation, Authorization and Restriction of Chemical＂, ＂Eco- Design of Energy-using Products＂, ＂Oeko-tex Standard 100＂（2011 edition） and ＂EU Cosmetics Regulation＂. Their main characteristics are reflected as the range becoming wider, the standards increasingly stringent, preventive more strengthened, the full life cycle management emphasized with more implicity and more flexibility in operation. The following strategies could be suggested as adapting proactively, turning challenges into driving force, reforming the traditional design, vigor- ously promoting the eco-design, establishing and improving domestic laws and regulations of resources and environment, and effectively increasing law enforcement efforts in order to avoid unreasonable green trade barriers.
