对当前标准化工作改革的思考与建议--以“垃圾标准”问题分析为中心

本文通过对当前我国“垃圾标准”的表现、危害及产生原因的剖析，指出当前标准化工作机制最大的问题是与市场脱节，其中“重数量而轻质量”和“重制定而轻实施”的指挥棒是首要原因，进而提出转变理念、让标准化回到市场化轨道，大力清理整顿现有法定标准，适时废止行业标准，精简和优化TC设置，尽快终止标准署名做法等建议。

Reflections and Suggestions on Reform of Current Standardization Mechanism--Concentrating on Analysis of “Trash Standard” Problem

Through the analysis of the performance, hazard and produce reason of "trash standard ", the main problems of the current standardization mechanism is pointed out, that is, standard goes out of the line of market, in which the baton of "emphasis on quantity rather than quality of standard" and "emphasis on developing rather than implementation of standard " is the essential cause, then suggestions are put forward, including to transform idea and let the standard work back to the market track, to clean up and integrate the official standards, to repeal professional standard in good time, to integrate and optimize the TC settings and to terminate the standard signature practices as soon as possible.
