我国低碳包装发展机制与体系研究

阐述了我国包装产业具有较大的节能减排空间,低碳化是包装产业转变发展方式的重要内容,低碳包装的发展符合相关者利益,具有内在动力。研究认为:低碳包装应瞄准包装设计、产品生产、产品运输、产品使用及包装材料的再回收处理等5个重点环节的低碳化;建立健全的扶持奖励机制、融资创新机制、联合推进机制和示范推广机制等4个发展机制,积极引导政府、包装企业、消费者和社会组织等低碳行为主体的参与;从生态化规划设计体系、集约化生产服务体系、社会化宣传推广体系和绿色化环境审计体系等环节,建立健全低碳包装发展保障体系,支撑保障包装产业节能减排工作落到实处。

Study of Development Mechanism and System in Low-carbon Packaging Industry

The energy saving potential of China packaging industry,the important content of low-carbon-based packaging industry in changing development patterns,and the interest accordance between low carbon packaging development and its stakeholders were introduced.It was that low-carbon packaging should focus on five important aspects,including design,production,product transportation,product use,and recycling of packaging materials;4 development mechanisms should be established,which were support,financing,promotion,and demonstration mechanism,to guide packaging businesses and consumers to actively participate;maintaining system of low-carbon packaging development should be established from planning and design,production services,promotional support,and assessment of audit.
