基于WSR系统方法论的循环经济综合标准化研究

作为一项集经济、社会和生态于一体的系统工程，循环经济涉及节能、节水、节材、节地和废物综合利用等多个领域，其综合标准化并不是若干个不相干标准的简单加和，而是在系统工程方法论指导下相互联系的有机整体。本文从系统科学的视角出发，对循环经济综合标准化的由来和内涵进行系统解析，并进一步以物理一事理一人理（WSR）的系统方法论为基础．从物理（w）、事理（S）和人理（R）层面，分别探讨循环经济综合标准化的基本特征和系统模式，重点阐述循环经济综合标准化的结构体系和功能体系。此外，本文还从AkWSR的基本工作流程出发，从运行机制角度提出循环经济综合标准化的系统管理框架。

Study on Complex Standardization of Circular Economy Based on WSR System Approach

As an Complex system engineering of economy, society and ecology, circular economy covers fields of energy- saving, water-saving, material-saving and multipurpose use of waste. The complex standardization of circular-economy is not calculated simply by adding up some irrelevant standards, but is an organic whole base on the System Engineering. From a viewpoint of system theory, this paper discusses the origin and connotation of complex standardization of circular economy firstly. According to ＇WULI-SHILI-RENLI （WSR） System Approach＇, the paper analyzes the structural system and functional architecture of circular economy complex standardization from there dimensions which are mechanism, instrument and participants. Besides, the system management framework of the circular economy complex standardization is also proposed from the basic workflow of WSR.
