| 摘 要： | 针对作战筹划具有复杂性和模糊性的特点，采用层次分析法(analytic hierarchy process，AHP)和模糊综合
评价法(fuzzy comprehensive evaluation，FCE)对作战筹划能力进行评估。提出含4 方面15 个指标的评估指标体系，
建立作战筹划能力评估模型；利用层次分析法确定评估指标权重，根据模糊综合评价法对作战筹划能力进行评估，
并运用实例进行验证。验证结果表明：该评估方法简单可行，可为作战筹划能力评估提供对策。

Operational Planning Capability Evaluation
Based on AHP and Fuzzy Comprehensive Evaluation |

| Abstract: | Aiming at the complexity and fuzziness of operational planning, analytic hierarchy process (AHP) and fuzzy
comprehensive evaluation (FCE) are used to evaluate the capability of operational planning. The evaluation index system
including 4 aspects and 15 indexes is put forward, and the evaluation model of operational planning capability is
established. The weight of evaluation index is determined by AHP, and the operational planning capability is evaluated by
FCE method, and verified by an example. The results show that the evaluation method is simple and feasible, and it can
provide countermeasures for operational planning capability evaluation. |
