| 摘 要： | 针对国防科技计划评价制度建设的紧迫需求,基于对科技计划绩效评价的理论分析以及对美国国防科技计划评估制度及实践的分析,结合我国国防科技计划管理的实际,首次从总体设计和模型构建两个方面研究建立了国防科技计划绩效评估体系,开展了基于数据包络方法(DEA)的投入产出效率评估案例研究,提出了实施国防科技计划评价的若干政策措施,以期为完善我国国防科技评价制度建设,提高国防科技计划的管理水平和实施效益提供决策支持.

| Abstract: | Taking aim at the urgent need of evaluation system construction of defense S&T program, a performance evaluation system of the program composed of overall designing and modeling was set up based on theoretical analysis of the program performance evaluation and empirical analysis of the program evaluation system of USA, combined with the practice of program management in China. A case study on input-output efficiency evaluation of the program was developed by the data envelope analysis method. Several policies and measures of implementing the program evaluation were proposed to provide decision-making support for perfecting the evaluation system, improving management level and efficiency of the program. |
