报废弹药处理本质安全化研究

报废弹药处理是一项非常危险的工作,传统的安全管理模式不能满足其安全工作的要求。为此,从系统的观点出发,将本质安全化理念引入到报废弹药处理安全管理,构建了报废弹药处理本质安全化模型,分别探讨和总结了报废弹药处理中系统要素的本质安全化,包括人的本质安全化、设施设备的本质安全化和工作环境的本质安全化,以及在现有经济和技术条件下通过科学的安全管理和安全文化建设实现报废弹药处理系统整体本质安全化的方法和途径。通过在弹药销毁机构的应用和实践表明,其能够有效遏制事故的发生。

Study on Essential Safety in Disposal of Abandoned Ammunition

Disposal of abandoned ammunition is a regular work with great danger,traditional safety control pattern is no more appropriate for safety of the work.From the view of system,concept of essential safety was introduced to the safety management in the disposal of abandoned ammunition,and the model of essential safety for the work was put forward.Based on that,method for system elements’ essential safety including human’s essential safety,equipment essential safety,and working conditions essential safety,was respectively discussed and summarized.According to the available economy and technology conditions,the way for achieving essential safety of system was also expatiated.By practicing the model in units of disposal of abandoned ammunition,the occurrence of accident and casualties are significantly controlled.
