武器装备科研项目综合效益评估方法研究

武器装备科研项目需要合理配置和科学规划，以提高其总体效益；针对项目产生的效益大多难以量化的问题，在分析武器装备科研项目综合效益分布和构成的基础上，结合某科研项目的实际情况，提出了基于AHP-PCE的武器装备科研项目综合效益评估方法，既给出了各个评估指标的权重，又直接给出了项目完成品质、促进情况、服务情况的准确评估，较好地解决模糊的、难以量化的问题。

Comprehensive Benefit Evaluation’s Research for Weapon and Equipment Project

To improve the overall benefit, weapon and equipment research project needs rational configuration and scientific planning. For obstruction in the quantification of the most projects ’ production,we brought out a comprehensive evaluation method of weapon equipment research project based on AHP-FCE which on the basis of analyzing the distribution and structure of the comprehensive benefit of the research project of weapon equipment. Not only weights of evaluation index were given,but also the accurate assessment of the quality of the project,the promotion of the situation and the service condition were given. It can solve the problem of fuzzy and difficult in quantifing.
