摘    要:基于江苏省水利建设1996~2010年投资分类统计数据,采用改进的TOPSIS法及灰色关联度分析法综合评价了江苏省水利投资结构。结果表明,1996~2010年江苏省水利投资结构合理度变化较大,1996~2003年较低,2004~2010年较高,在时间上呈波动上升趋势,总体上水利投资结构的合理性有明显的好转趋势。表明改进的TOPSIS法所得结果合理,适用于水利投资结构合理性的研究。

Abstract:The rationality of water conservancy investment structure is assessed with improved TOPSIS method and fuzzy correlation degree analysis method based on the classified statistical data of water conservancy investment from 1996 to 2010 in Jiangsu Province. The results show that during 1996-2010 the rationalities of water conservancy investment structure have a significant change with a fluctuant rising trend from lowers ones in 1996-2003 to those higher ones in 2004-2010; as a whole it appears an obvious improvement of the rationality of water conservancy investment structure during this period. It is proved that the result obtained by the modified TOPSIS method is reasonable, which makes it applicable in the research of rationality of water conservancy investment structure.
