| 摘 要： | 基于区域水权初始配置的原则,提出了三种配置方式,建立了三种配置方式的数学模型——计划配置、市场配置和定额配置模型,比较了它们的配置效率,并根据各模型特点分析了各自的适用范围,为区域水权初始配置提供了理论基础。

| Abstract: | Based on the principle of initial allocation of regional water rights ,three methods of allocation are given, mathematic models of the three methods including plan allocation, market allocation and ration allocation are constructed,efficiencies of these models are compared. Based on the characteristics of the models the application area for each model is given respectively. The theoretical foundation for initial allocation of regional water rights is provided. |
