| 摘 要： | 针对河流功能管理手段的不足,从河流功能管理过程出发,论述了管理的原则、目标、功能协调、管理策略以及面临的挑战,在此基础上提出了河流功能管理技术框架,为河流管理提供了新的思路和工具。
