摘    要:水电是目前全世界唯一可大规模商业化开发的可再生能源,它是人类社会替代化石能源解决能源难题的主要方式。然而,水电的开发和利用又是迄今为止一种社会争议最大的能源开发。分析了水电被妖魔化的巧合因素,论述了我国水电被妖魔化的原因和恶果,提出我国必须要加速水电发展。尽管我国水电开发形势好转,但存在巨大隐忧。因此,"积极发展水电"的最有效、最重要的方法是,通过节能减排立法保障水电开发。

Speeding up Hydropower Development urgently Needs Legislation for Reducing Emissions of Greenhouse Gases

Abstract:Hydropower is the sole renewable energy which can be eommereially developed in a large scale in the world, and a main model available for the human society to replace the fossil fuel and to address the energy crisis. Up to today, however, development of hydropower resources is one of the most controversial issues in the world. This paper investigates the coincident factors in the demonizing of hydropower, and expounds the causes and vicious effects of hydropower demonizing in China, and concludes that China must speed up hydropower development. Although the hydropower development in China has witnessed some positive trends, there still exist some large hidden worries. Therefore, the most important and effective way to "actively develop hydropower in China" should be legislation on energy-saving and remission reduction.
