“慢城”理念下的农村规划思路与策略

当下社会对于速度的过分迷信使得中国东南沿海经济发达地区的城市生活不堪重负。单一的城市规划与设计面对已有的城市格局也陷入困境。在城乡发展一体化的机遇之下,农村经济、教育水平显著提高,迅速第三产业化。城市居民向周边农村＂逃亡＂式的度假行为释放了高速运转的城市压力,也对农村规划和文化传承造成困扰。本文引入＂慢城＂的概念和规划理念,以东南沿海发达城市周边的新农村规划为例,从生活在＂时间＂和＂空间＂上的连续性出发,探讨城市周边村镇发展成为城市附属＂慢城＂的规划思路与策略,并使由乡村反馈城市,对城市问题的＂解压＂转变为＂理疗＂,试图以逆向思维的方式探求一条解决城市社会问题的新思路。

"City Slow" Planning Ideas for Rural Area

Embracing the opportunity of the integration of urban and rural regions, the rural economy and education have been significantly improved and the local tertiary industry has emerged. The escape of urban residents from the high-speed citylife to the surrounding rural regions for vacation has relieved the ＂city-pressure＂ , but inevitably caused trouble in rural planning and inheriting rural culture. Taking the plannings of the new- rural regions around the southeast coastal cities for examples, this paper introduces the concept of ＂City Slow＂ and probes the planning ideas and strategies to help towns and villages around cities developing into subsidiary ＂slow city＂. Life＇s continuity in both ＂Time＂ and ＂Space＇is emphasize as a clue of this article. Meanwhile, a feedback mode from the rural planning system to the urban design is also expected in an attempt to seek a new idea to solve urban social problems in a reverse way of thinking.
