城市建设用地规划管理分析

为提高城市建设用地的合理规划与管理,对某市以及大部分城市的城市化进程中建设用地规划问题进行了分析,主要针对土地利用规划决策、建设用地规划的编制管理、审批管理以及实施管理等方面进行了探讨;同时提出了相应的建议措施,强调土地规划决策的权威性和执行力、增强建设用地规划编制时的预测准确性、严格建设用地规划的审批流程以及完善建设用地规划实施的监督机制。分析表明,只有做好城市建设用地的规划与管理才能保证建设用地资源的合理化配置。

Analysis of Planning Management of urban construction land

To improve the rational planning and management of urban construction land, the construction land planning issues in the urbanization process of a city and most of the city were analyzed, especially for the aspects of land - use planning decisions, construction land management planning, approval and implementation of the management and other aspects of management; while the corresponding measures were also proposed, emphasizing the authority and execution of land planning decisions, and enhancement of the construction land planning time the predictive accuracy, strict construction land planning approval process and improvement of the supervision mechanism for the implementation of construction land planning. Analysis showed that only good urban construction land planning and management could ensure the rationalized allocation of the construction land resources.
