风景名胜区控制性详细规划初探

当前,国家法规对风景区控制性详细规划编制尚无明确的规定,我国各地区风景区的控制性详细规划编制直接套用城市控制性详细规划的方法和指标体系,难以体现风景区“严格保护”“保护为先”的特征,对于“景观控制”也缺乏行之有效的办法,在指导实际建设中存在大量问题。参照城市控制性详细规划的结构,风景名胜区控制性详细规划构架应包括阶段任务、控制对象,控制内容、指标体系、用地划分等内容。

Preliminary Study on Controlled Detailed Planning of Scenic Spots

Presently,there has been no clear stipu- lation by the national rules of law concerning the preparation of controlled detailed planning for sce- nic spots.The preparation of controlled detailed plan- ning for scenic spots in different places is done with the method and indicator system for urban controlled detailed planning and thus it is difficult to reflect the characteristics of"strict protection"and "priority given to protection" for scenic spot planning. There is no effective measure for"landscape con- trol" either.Therefore there are many problems in providing guidance in practical construction.By re- ferring to the structure of urban controlled detailed planning,the planning framework of the controlled detailed planning for scenic spots should include the following:periodic tasks,object of control,con- tent of control,indicator system,division of land use, etc.
