城市规划与行政区划调整—以温州市为例

城市规划编制中，经常出现打破行政区划跨界规划的情况，而如何在实践层面真正突破行政区划界线，进行相应的行政区划调整，却是一个难题；另一方面，行政区划调整由于缺乏城市规划的指导和参与，往往表现出短期行为。作者以温州市为例，结合相关规划设计实例和规划部门积极参与行政区划调整实践的一些具体做法，探讨城市规划与行政区划体制的关系。

City planning and Read justment of City Boundaries

It is almost impossible that a plan for development of a city to cross over its administrative boundary even if the plan is a rational and advantageous one; and on the other hand, the adjustment of the boundary lacks reasonable basis from planning.Here,the example of Wenxhou, ,Zhejiang Province, gives some experience on it.
