基于系统动力学的节能建材创新激励政策分析

摘    要:由于节能建材质量不高,导致节能建筑开发风险过高、生产商开发动力不足。同时,消费者也因为对节能建筑不大信任,消费欲望有限。所以,目前节能建材市场发展缓慢,已经严重制约了节能建筑的推广。在节能建材市场培育的初期,政府的干预尤为重要。鼓励节能建材创新,并制定针对性的激励政策,是激活节能建材市场的有效手段。该文引入系统动力学理论,以节能建材创新为切入点,分析节能市场相关主体的相互作用关系,找出影响节能建材的决定因素,为政府制订节能市场的经济激励政策提供参考。

Abstract:Poor quality of energy-saving building materials results in the high risk of the development of energy-saving buildings.Meanwhile,consumers don't trust the energy-saving buildings and their consumption is limited.So the slow development of the market of energy-saving building materials has severely restricts the promotion of energy-saving buildings.At the beginning of the development of the market of energy-saving buildings,the government's intervention is particularly important.Encouraging the innovation of energy-saving building materials and making relevant policies are the efficient means to activate the market of energy-saving buildings.This paper introduced the theory of system dynamics,took the innovation of energy-saving materials as the breakthrough point,analyzed the interaction of related subjects in the market of energy-saving buildings,found the determining fators of impacting energy-saving building materials and made the references for government to make the economic incentive polices of the market of energy-saving buildings.
