特大城市边缘地带工业园区可持续发展规划研究——以武汉青山（国家）环保工业园规划为例

随着城市快速扩张，不少城市通过“退二进三”实现功能完善及提升，城市边缘因此出现了大量的工业园区，加剧了此类地区的矛盾并且不利于大城市的可持续发展。本文以武汉市东北部青山区环保工业园为例，首先总结了特大城市边缘土地的城乡双重性导致的城郊工业园出现空间动态性、产业随意性、交通复杂性和人口膨胀性等特征，指出现状复杂、缺乏规划和管理的有效引导是产生问题的主要原因；然后梳理了城市边缘地带与工业园区发展的耦合性，并针对产业、用地、人口、环境及交通等方面提出了系列规划策略，合理引导城市边缘地带产业园区的可持续发展。

Study on Sustainable Development Planning for the Edge-area Industrial Park in Big Cities： A Case Study of Qingshan （National） Industrial Park in Wuhan

Lots of big cities take ＂back two enter three＂ strategy to upgrade the function with the rapid expansion of big cities, so massive industrial parks appear around the urban, which induces the problems of this area and makes it not good for sustainable development. Based on the study of Qingshan （National） industrial park in Wuhan, this paper gives the conclusion that the land-use of edgearea exhibits a dual characteristic of both urban and rural, which leads to dynamic space, randomly industry, complex transportation and population expansion of industrial parks. It points out that the complex situation, and also the lack of scientific planning and management are the main causes of serious consequences. Then the necessary of industrial parks and the edge-area of big cities is teased, and a series of strategies involving industry, environment, transportation, and population to leading for sustainable development of the edge-area of big cities are given.
