国际排水系统技术与标准体系对中国的启示
摘    要:从设计理念与设计标准、设计方法与手段、内涝防治体系、初期雨水污染控制、雨水综合利用、洪涝灾害预警与应急以及排水管网维护等7个方面,系统调研了美国、德国、英国、日本、澳大利亚、新加坡和中国香港等发达国家和地区的城市排水防涝体系,提出我国应建立适应涵盖"源头控制"、"排水管网"和"内涝防治"的城镇排水防涝体系,提高现有排水管网设计标准,同时制定新的内涝防治标准,并将其与城市排水标准和防洪标准相衔接。

Inspirations of International Technology and Standard Systems of Drainage Systems to China
Abstract:The technology and standard systems of urban drainage systems in developed countries and regions such as United States, Germany, Britain, Japan, Australia, Singapore and Hong Kong, were investigated from 7aspects, including design concept and standards, design methods and means, waterlogging prevention systems, rainwater pollution control, comprehensive rain utilization, flood disaster warning and emergency and drainage network maintenance. Thus, China national technology and standard systems of urban drainage systems were proposed including source control system, the drainage network system and waterlogging prevention system. The existing drainage network design standards were suggested to be improved while new urban waterlogging prevention standards should be established. The drainage network design standards, waterlogging prevention standards and flood control standards should not be contradictory
