政府投资项目代建制的理论基础再探

代建制作为一种新型的政府投资工程管理模式,得到国家相关部委的支持,已经在全国大部分省市推行,但依然处于探索和完善阶段,存在各种各样的问题,有必要对其理论基础作重新探究。本文从公共产品理论出发,探寻代建制的理论基础,指出代建制并不适合当前环境下的政府投资项目。并进一步指出政府应设立专门的政府投资管理机构,让工程项目参与各方相互博弈,从而选择项目参与各方均能获得满意的管理模式。

Further Research on the Theory Foundation of Agent-construction System in Government Investment Projects

As a new-style management mode for government investment project, agent-construction system had gotten supports from government correlation ministries and commissions, putting in practice almost all over our country. But it still need further exploring and consummation with every kind of irregularity. We should research for its theory foundation again. Beginning from Public Goods Theory, the paper probes into agent-construction system theory foundation, points out that agent-construction system disagree with government investment project at present environment. And further more, government should set up expert department for government investment project management,make all concerned sides of project play games on Game Theory, select project management mode which will satisfy every concerned sides of project.
