基于EMC的绿色建筑节能项目融资模式研究

针对绿色建筑节能建设资金筹集压力与节能设施运营困境,提出将EMC引入我国绿色建筑节能项目建设,构建绿色建筑建设单位、ESCO和贷款银行结合的项目融资模式。在分析其互补性与优势的基础上,明确构建原则与目标,设计基于EMC的绿色建筑节能项目融资运作流程,分析此模式下各主体的责任与作用,并就新模式提出发展建议。

Research on Financing Model of Green Building Energy Conservation Project Based on EMC

For the raising pressure of energy conservation construction funds and the operating dilemma of conservation facilities in green building,the paper proposes to introduce EMC into green building energy conservation project construction,constructs the project financing model combined with green building construction units,ESCO and Banks. On the basis of analysis of the complementarity and superiority,defines the principle and goal of construction,designs the green building energy efficiencyfinancing processes based on EMC,analyzes the responsibility and function of each subject in this model,puts forward the relevant suggestions for promoting the development of green building.
