| 摘 要： | 工程项目由于消耗的大量的能源和资源,因此带来环境极大的负荷,如何实现项目的可持续发展越来越受到政府的重视。本文结合有限理性理论的预期理论、认知的不协调、信息的显著性理论和可见惯性,分析了在有限理性下,行为经济学影响政策有效性的潜在原因。最后对政策的制定提出了应该明确的方向和侧重点。

| Abstract: | Because of comsuming a lot of energy and resource,construction projects bring the great burden on environment. And how to realize the sustainable development becomes important. Based on prospect theory of bounded rationality,cognitive dissonance,imformation representative and availablity,the paper analyzed the potential reasons of behavioral economics affecting policy effectiveness under bounded rationality. At last,it put forward the direction and emphasis points for policy making. |
