区域装配式建筑发展政策评价研究——基于熵权TOPSIS法

在对政策导向下的装配式建筑发展及其配套政策颁布现状分析的基础上,基于2013年~2017年国家和地方装配式建筑配套政策文本数据,构建包括土地规划政策、财政政策、税收政策、金融政策和行业支持政策在内的装配式建筑政策评价指标体系及评分细则。运用熵权TOPSIS法建立评价模型,评价区域政策力度以及政策工具演变情况,并提出推动我国装配式建筑发展的相关政策建议。

Research on Regional Prefabricated Building Policy Evaluation:Based on Entropy Weight and TOPSIS Method

Based on the analysis of current situation and its supporting policies issued under the policy guidance of prefabricated construction development,the paper builds prefabricated construction policy evaluation index system and grading rules including land planning policy,fiscal policy,tax policy,financial policy and industry support policy,with the national and local prefabricated construction supporting policies text data in 2013-2017.Then,uses the entropy weight TOPSIS method to establish the evaluation model and evaluate the regional policy dynamics and the evolution of policy tools,puts forward relative policy recommendations to promote the development of China’s prefabricated buildings.
