| 摘 要： | 解释了城市内涝的含义,对产生城市内涝的主要原因进行了分析,并从主汛期前准备、主汛期中防汛应急两个阶段提出了防止内涝的对策建议,并指出不断完善排水管网,提高泄洪能力,加强对排水设施的管理和维护是遏制城市内涝的关键。

| Abstract: | The paper interprets the concept of urban waterlogging,analyzes urban waterlogging causes,and puts forward waterlogging preventing suggestions from two phases of major flood season preparation phase and in-flood season emergency phase,and finally points out that：continuously improving drainage pipeline and discharging capacities are the key to controlling urban waterlogging for drainage facility management and mainte-nancer. |
