In light of increasing traffic jam conditions of domestic cities, the article summarizes its neglect impact including environmental pollu- tion and resource consumption and so on, and suggests to adopt positive traffic policies in small-medium cities from aspects of optimally developing high efficiency public traffic, improving and protecting bicycle traffic system and pedestrian traffic system, and developing green traffic and other aspects, so as to solve the traffic jam problem.
