| 摘 要： | 以邯郸市公路管理经验为基础，探讨了如何加强项目的招投标管理和施工中的设计变更管理，针对承包商采取不平衡报价而获得不合理利润这一现象，提出了确定设计变更单价应采取的措施，以有效控制工程造价。

| Abstract: | Taking highway management experiences in Handan city as example measures how to strengthen bidding invitation and submission management and design alteration management of project are discussed. In view of the phenomenon that contractor acquire improper benefits utilizing unbalanced bidding oorresponding countermeasures are proposed to determine unit price for design alternation to realize effective control of engineering cost. |
